Nevada Gaming Compliance Networks: IT Infrastructure Regulations for Casinos

Summit DNC EngineeringApril 13, 20269 min read

Operating a casino in Nevada requires compliance with the Nevada Gaming Control Board (NGCB) technical standards — a comprehensive regulatory framework that governs every aspect of gaming system technology, including the network infrastructure that connects it all. Non-compliance can result in license suspension and significant financial penalties.

NGCB Technical Standards Overview

The NGCB publishes Technical Standards (TS) for gaming devices and systems. The network requirements most relevant to IT infrastructure appear in TS-4 (Communications) and TS-17 (Patron Interaction Devices). Key requirements include: - All gaming communications must use encryption that meets or exceeds AES-128 - Gaming systems must authenticate to the network using certificates or pre-shared keys — username/password alone is insufficient - All gaming transactions must be logged with tamper-evident audit trails - The gaming network must be segregated from non-gaming networks with access controls that prevent lateral movement

Slot Floor Infrastructure

The slot floor is the most complex network environment in a casino: - Slot machines connect via a dedicated gaming LAN (typically 100Mbps or 1Gbps Ethernet) - Each machine's MAC address is registered and monitored — unauthorized device additions trigger immediate alerts - The casino management system (CMS) — platforms like Aristocrat Oasis, IGT Advantage, or Scientific Games — monitors real-time floor activity over this network - Power outage protection: gaming floor switches must be on UPS with generator backup to prevent data loss during power events

Table Games Systems

Electronic table games (ETGs) and table management systems (TMS) that track betting patterns and player activity have their own network segment: - ETG devices must be on an isolated VLAN separate from slot floor systems - The TMS (used by surveillance and casino operations) may have read access to the ETG network but no write access - All data must be encrypted in transit between table devices and the server

Surveillance Integration

NGCB regulations require 24/7 surveillance coverage of gaming floors with minimum camera resolution and retention standards: - 240 hours (10 days) minimum retention for all gaming area cameras - Camera positions specified by regulation for each gaming activity (slots, table games, cage) - Surveillance network must be on a completely separate physical or logical segment from gaming systems - Real-time video access for NGCB inspectors must be available upon request

Incident Response and Audit

In the event of a gaming irregularity, the NGCB will audit the network infrastructure: - Complete network logs for the period in question must be available within 24 hours - Any network changes made during the period must be documented - Access control logs showing all physical and logical access to gaming network infrastructure
